摘　　要：中巴经济走廊位于"丝绸之路经济带"和"21世纪海上丝绸之路"交汇处,是"一带一路"倡议的支点项目。2013年5月,李克强总理提出了共建中巴经济走廊的倡议。其中能源合作是中巴经济走廊建设的重中之重。中巴经济走廊能源项目共21个,目前完工及在建能源合作项目11个。经过中巴双方共同努力,探索出了"编制规划-政府协议-企业合同-融资贷款-项目执行"的多层次能源合作模式。这些项目和合作模式对我国"一带一路"能源项目合作具有重要的示范作用,主要体现在:要充分重视双方合作战略和规划对接,双方政府应为合作搭建沟通协商平台,项目建设应坚持商业运营和市场化原则。The China-Pakistan economic corridor, located at the intersection of the Silk Road economic belt and the 21st century maritime Silk Road, is the pivot point of the Belt and Road Initiative. In May 2013, Premier LI Keqiang proposed the China- Pakistan economic corridor and energy cooperation is the top priority of the China-Pakistan economic corridor. There are 11 energy cooperation projects completed ＆ under construction of totally 21 energy projects of the China-Pakistan economic corridor. Through the joint efforts of both sides, the multi-level energy cooperation model of preparation planning-government agreement-enterprise contract-financing loan-project implementation have been explored, which has an important demonstration effect for China＇s energy project cooperation with the Belt and Road Initiative. These references are reflected as follows： two sides should attach great importance to the cooperation strategy and plan interfacing, the two governments should build a platform for communication and consultation in cooperation, and project construction should adhere to the principles of commercial operation and marketization.
