摘　　要：绩效评估是一种重要的管理方法,探索和建立科技成果转化导向的公共财政绩效评价机制,对于提高科技成果转化水平,提高公共财政资金利用效率有重要意义。本文通过分析我国公共财政支持科研创新成果转化存在科技投入对象缺乏多元化、评价指标缺乏转化导向、评价主体相对单一、评价信息缺乏有效应用等问题,提出应建立以企业为核心的财政科技评价机制、建立多经济主体财政投入评价机制、建立财政指标的经济杠杆评价机制、建立科技成果经济价值的评价机制、建立财政科技绩效的分类评价机制。Performance evaluation is an important management method. It is of great significance to explore establishing a performance evaluation mechanism concerning the use of public finance for applying the scientific and technological advances in production, to improve the application level, and also to increase the efficiency of use of public funds. This article analyzes the problems affecting the said application process, e.g. the public financial support is furnished only to a limited group of recipients, the evaluation indicators are yet to be application-oriented, the evaluators are narrowly selected, and the evaluation information is used ineffectively. It proposes to establish an enterprise-based science and technology evaluation mechanism, a mechanism for evaluating multiple types of economic entities receiving public financial input, an evaluation mechanism concerning the economic leverage of financial indicator~ an evaluation mechanism for the economic value of scientific and technological achievements, and a classified performance evaluation mechanism for government-financed scientific and technological projects.
