摘　　要：基本公共卫生服务均等化是我国新医改提出的目标。文章以公共产品理论和资源配置理论为分析工具,通过调查和历史数据分析,对我国基本公共卫生服务均等化的现状进行分析。以公平、正义理念为指导,根据帕累托改进原则,在城乡发展战略框架下构建城市与农村统筹的基本公共卫生服务供给制度,提出我国基本公共卫生服务均等化的有效路径和对策。The equalization of basic public health services was proposed in the new medical reform by Chinese central government. In this paper, the current status of Chinese basic public health service equalization was analyzed based on the survey and historical data using the theories of public goods and resource allocation. According to the Pareto Improvement, the supply system of basic public health services as a whole between urban and rural areas was established in the context of balance urban and rural development based on the principles of fairness and justice. In addition, the effective approach and strategy to promote the equalization of Chinese basic public health services were put forward in the present study.
