玉溪市中心城区建设用地集约利用潜力评价

摘　　要：当前城市土地粗放经营与过度利用并存,土地短缺与土地浪费兼有,城市建设用地特别是中心城区的建设用地节约集约利用评价是盘活存量土地、挖掘土地潜力的必要环节。以2014年玉溪市中心城区建设用地为研究对象,划分了6大功能区,选取评价指标体系,确定指标权重,构建综合评价模型,运用综合评价法、从中观尺度测算分析了各功能区的土地集约利用程度。结果表明:玉溪市中心城区建设用地以中度利用和集约利用为主,中度利用以下建设用地占评价功能区总面积的67.74%,挖掘潜力较大,挖潜空间主要集中于居住功能区及商业功能区。针对中心城区用地状况判定结果,为提高玉溪市中心城区建设用地土地集约利用水平提出了几点建议。In recent years, extensive urban land management and over - exploitation coexist, shortage of landand waste land both of these irrational land use patterns lead to a serious waste of urban land. Especially the centralcity of land used for urban construction of economical and intensive use of construction land is a necessary link torevitalize the stock and tap the land potential. From scientific analysis of the urban land intensive utilization de-gree, medium scale in yuxi city center construction land as the research object, and divides the 6 big functions,selection of evaluation index system, determine the index weight, build a comprehensive evaluation model, u-sing the method of comprehensive evaluation of each functional area of land use intensity. Results show that theyuxi city center is given priority to with moderate exploitation and intensive use of construction land, moderateuse of construction land under 67.74% of the total area of evaluation function, explore potential is larger, mainlyconcentrated in the residential area and commercial area of remaining space. Finally base on the results of the cen-tral city land use situation, puts forward some suggestions to improve the level of yuxi city center constructionland intensive utilization of land.
