摘　　要：作战规划是对作战进行的运筹谋划和整体设计,从本质上看是设计战争、组织打仗和管理战场.以导弹作战规划为例,提出了"双环双驱、滚动规划"的作战规划方法和模型,设计了系统架构、功能体系、技术架构、数据体系和信息保障模式;并就作战规划系统如何支撑导弹作战指挥、军事训练和作战问题研究,给出了具体的应用流程.Operation planning is the logistics planning and overall design for operations. In essence, it＇s design war, organization of war and management of the battlefield. Taking missile operation planning as an example, we propose a method called ＂rolling planning of double loop and double drive＂. Based on the method, the general architecture, functional systems, technical framework, data schema and information guarantee model of a new operation planning system are introduced. How to use the system for operation, training and research is discussed in detail.
