分散营区营房维修协同管理的可行性研究

摘　　要：伴随着军队编制体制调整和改革的不断深入,部队营房保障逐步朝着节约化、规范化、专业化的目标迈进,军民融合已然成为营房保障的发展方向。分散营区营房维修管理是部队营房保障的难点,对基层部队官兵的训练、工作、生活、日常管理具有重大影响。针对分散营区营房维修随机性大、专业性强、社会依托性差、保障效率低等问题,提出营房维修"协同管理"模式,基于对分散营区营房维修现状及实施协同管理的必要性分析,建立营房维修产出函数模型,分析实行协同管理的可行性,并提出了推进协同管理的相关对策。With the development and reform of the military system,the camps of army has gradually moved its goal towards a more saving,standardization, and specialization environment. The integration of military and civilian people has become the direction of camp management. The management of camp maintenance for decentralized camps is difficult, which may generate great influences on the training,work,and daily management of officers and soldiers. This paper therefore establishes a collaborative maintenance mode, where the necessity and feasibility are analyzed. Based on this mode, a number of suggestions are provided to advance collaborative management of decentralized camps maintenance.
