烟花爆竹安全管控对攻克城市管理顽症的启示

摘　　要：近些年来,我国不少城市在烟花爆竹管控标准、管控力度等方面游移不定,当"此民此意"与"彼民彼意"相对立的时候,政府应该为维护人民的根本利益提取"最大公约数"。应对禁止燃放烟花爆竹条件成熟的梯度状态,只有区分不同区域,制定不同目标,采取不同管控策略,才能取得最佳效果。上海有效管控烟花爆竹的经验,为攻克城市管理的其他难题提供了思路。其中,精细化管控、全方位责任落实、人性化操作的经验,特别具有借鉴意义。In recent years,there are various kinds of control standards on fireworks in many cities in China.When public opinion vary or even oppose,the government should safeguard the fundamental interests of the majority. With regard to fireworks and firecrackers prohibition,we should distinguish different regions,set different goals,take different control strategies in order to achieve the best results. The experience of effectively managing fireworks and firecrackers in Shanghai provides an idea for solving other problems of urban management. And the experience of detailed control,full responsibility implementation and humanized operation is of special significance.
