曲格平的环保贡献与中国环境保护事业的发展——兼论中国社会主义政治发展与环境保护的关系

摘　　要：曲格平作为中国环境保护事业的"开拓者""参与者"和重要领导者之一,为我国环境保护事业发展作出了重要贡献。自20世纪70年代开始,在周恩来总理等几代党和国家领导人的大力支持和积极推动下,在曲格平等几代"开拓者""参与者"的全心投入和不断努力下,我国环境保护事业经历了萌芽起步、奠基成长、发展壮大这三个阶段,取得了重大进展和重要成就。笔者以曲格平的环保事业与环保贡献为主线,从环境政治学的研究视角对我国环境保护事业的整个发展过程进行分析,指出环境保护与政治发展是紧密相关的,社会主义政治对我国环境保护事业发展有重大影响和推动作用。我国环境保护事业从开始的艰难起步,一直到后来的奠基成长与发展壮大,社会主义的国家政治力量始终在其中发挥着推动和主导作用。我国环境保护事业发展得到了"自上而下"的推动,动力主要来自于中国社会主义政治的发展以及民主化、法治化和现代化进程。我国环境保护事业的成功与否,关键在于能否破除来自于政治体制的干扰和阻碍,能否在政治体制内获得更大的"发展空间"。因此,我国环境保护事业的未来发展,关键在于深化政治体制改革,发展社会主义民主政治,扩大社会公众的参与,实现国家治理的现代化。Qu Geping, one of the"pioneers","participants"and key leaders of the cause of Chinas environmental protection, has made an important contribution to the cause, which has undergone three stages: sprouting, early developing and expanding since the 1970 s. Thanks to the vigorous support and promotion of Premier Zhou Enlai and other generations of the Party and State leaders, as well as the dedicated and constant efforts of several generations of"pioneers"and"participants", significant progress and important achievements have been made in environmental protection. Taking Qu Geping's contributions to environmental protection as the main thread, this paper analyzes the development process of Chinas environmental protection from the perspective of environmental politics, and points out that environmental protection is closely related to political development. China s socialist political forces have always played a leading role in the undertaking, from the difficult start-up to the subsequent growth and to the expansion of China's environmental protection cause. The motive force of the development of environmental protection in China, a"top-down approach", mainly comes from the development of Chinas socialist politics and the processes of democratization, legalization and modernization. The key to the success of environmental protection in China lies in whether interferences and obstacles from the political system can be broken down and whether greater"development space"can be gained within the political system. Therefore, the key to future development of environmental protection in China is to deepen political system reform, develop socialist democracy, modernize state governance and expand the participation of the public.
