摘　　要：设立和发展基于管办分开的医院管理中心是落实现代医院管理制度设计政事分开、管办分开基本原则的重要路径。通过阐明管办不分是公立医院改革需要破解的关键铁板之一、医管中心是公立医院管办分开治理的重要抓手和医管中心是现代医院管理制度下法人治理的具体做法表明设立和发展医管中心的重要意义,分析了实践中医管中心的两种主要治理模式,明确了医管中心的职责定位,提出中国特色现代医院管理制度下医管中心的发展方向。The establishment and development of a hospital management center based on the separation of manage- ment from enforcement is an important way to implement the basic principles in the modern hospital management sys- tem. The article clarifies that the combination of the management and enforcement is one of the most difficult prob- lems need to be solved in public hospital reform. It shows that setting up a hospital management center is not only an important method to achieve the separation of management from enforcement affaires, but also a concrete measure for the completion of corporate governance under the modern hospital management system. It proves that it is impor- tant to set up and develop a hospital management center. The paper analyzes the two main governance modes of the hospital management center, clarifies the job orientation of the hospital management center, and puts forward the de- velopment direction of the hospital management center under the modern hospital management system with Chinese characteristics in the new period.
