摘　　要：绿色金融发展过程中存在着外部性、公共物品和信息不对称等市场失灵问题,需要政府"看得见的手"发挥作用。在深入分析政府在绿色金融发展中的作用机制基础上,阐述了政府在绿色金融发展中的作用方式,全面梳理了促使负外部性内部化、促使正外部性内部化、提供法律和金融基础设施等公共产品、降低信息不对称等方面的具体措施。围绕如何提升政府在绿色金融发展中的作用效率问题,结合当前绿色金融发展实际,就如何处理中央与地方、部门与部门、试点与非试点、绿色金融与绿色财政四对关系提出了政策建议。In the development of the green finance, there exists such market failures as externality, public goods and imbalance of information, which needs the government＇ s ＂invisible hand＂ to play a role. Based on the analysis of the government＇ s mechanism of acts in the development of the green finance, this paper interprets the methods of government s acts and combs in an all-round way the specific measures in internal- izing the negative externality and positive externality, providing public products such as legal and financial infrastructure and lowering the imbalance of information. By focusing on the problem as to how to improve government＇ s efficiency of acts in the green finance development and referring to the status quo of current green finance development, this paper makes some policy proposals on how to deal with the relationships be- tween the central government and local governments, between departments, between experimental units and non-experimental units, and between the green finance and green fiscal instruments.
