摘 要:新中国成立以来,我国通用航空产业历经较快发展、低速徘徊和高速增长三个历史阶段,服务面向由第一、第二产业主导逐步向第三产业主导过渡,产业发展方式由单一封闭式发展逐步转向融合创新式发展,供应链构成正由国内企业转向国际合作。但长期制约我国通用航空产业发展的根本性问题还有待突破,构建持续增长的动力机制、提高关键领域创新能力、推进供给侧结构性改革成为通航产业发展面临的主要问题。今后改革的思路是:以市场化改革构建发展动力机制,以重点突破推动前沿领域自主创新,以信息化治理实现产业跨界融合,以结构改革推动现代化产业体系建设。Since the People's Republic of China was founded, China's general aviation industry has undergone three historical stages of rapid development, low-speed hover and high-speed growth. Its service has transited from the first and second industries to the third industry. The industrial development mode is developing from single closed development to integrated innovating development. Supply-chain structure has transformed from domestic enterprises to international cooperation. However, the fundamental problems that always restrict the development of China 's general aviation industry remain to be solved. The industry has faced the following main problems, namely building up the driving mechanism of continuous growth, improving the innovating ability of key areas and promoting the supply-side structural reform. The way of reform in the future is to build a developmental mechanism based on market-oriented reform, to focus on promoting frontier innovation through key breaks, to achieve cross-border integrating among industries, and to promote the construction of modern industrial system with structural reforms.
