摘　　要：分析总结了科研单位基建项目功能需求提报中存在的缺项漏项,以及不准确等普遍性问题,提出了建立通用建设标准,改进需求提报方式,开展需求提报培训及现场需求审核确认等应对策略,为同类项目设计管理水平的提升提供参考借鉴。Analysis and summarize the problems in the functional requirements submission of capital construction project for research and development institution, including omission and imprecision, and propose the countermeasures which set general construction standards, improved the method of submission, training and reviewed the requirements, the countermeasures could serve as reference and guidance for management of similar projects.
