摘　　要：从主体、工具、环境三个维度分析建设工程质量政府监督激励要素构成的立体系统、构成特征与功能。基于系统观点解析建设工程质量政府监督激励要素的协同作用机理,从合作共赢、激励资源和监督活动三个方面揭示建设工程质量政府监督激励要素的协同路径;基于过程关联性,从激励目标系统、需求识别、工具组合和反馈渠道等四个环节阐述激励过程的协同路径。The paper analyzes the three dimensional system,constitution characteristics and functions of the incentive elements of government supervision on construction project quality from the three dimensions of subject,tool and environment. Then,analyzes the synergy mechanism of government supervision incentive elements of construction project quality based on system view,reveals the synergy path of government supervision incentive elements of construction project quality from the three aspects of win-win cooperation,incentive resources and supervision activities,and expounds the realization path of incentive process synergy from four aspects of incentive target system,demand identification,tool combination and feedback channel based on the process relevance.
