摘　　要：合理的PPP项目公众参与机制对于保障社会公共利益、完善项目的有效监督以及促进PPP项目的可持续发展具有重要意义。首先介绍英国、法国、美国和是日本四个国家公众参与机制的特点,然后对比分析两个典型PPP案例——日本东京湾垃圾焚烧发电厂群和广东番禺垃圾焚烧发电厂项目中公众参与机制的实施过程和效果。最后结合国外经验和案例分析,提出完善我国PPP项目公众参与机制的政策建议。Reasonable public participation mechanisms in PPP projects are important for the protection of public interests,the improvement of project supervision and the promotion of project＇s sustainable development. This paper firstly introduces the characteristics of public participation mechanisms in United Kingdom,France,United States and Japan. Then,compares the implementation process and effect of public participation mechanisms employed in two representative PPP projects：Japan＇s Tokyo Bay waste incineration power plants and Guangdong Panyu waste incineration power plant. Based on the above analysis,finally puts forward several policy suggestions for perfecting public participation mechanism in China＇s PPP projects,in order to promote the development of China＇s PPP projects to provide some references.
