行政遮蔽政治:基层治理动员机制的困境——以白沙区征迁工作为例

摘　　要：本文重点研究"行政-政治"视角中的动员机制,并将当下基层治理中动员制的运行逻辑和困境来源总结为"行政遮蔽政治"。基层治理中地方政府试图全盘依赖行政力量(动员制和科层制),从而替代民众政治参与,但实际又无法做到完全吸纳。政府内部的动员制和科层制,既对立,也可能互补和交织。无论二者如何搭配,都始终在"行政"中整改,没有涉及"政治"的实质。政府与民众的沟通不畅的压力由外而内、自上而下地转移给基层工作人员,基层工作人员又通过科层机制寻求自保。外部的"行政-政治"问题转化为官僚系统内部上下级之间的技术游戏。国家在规制地方政府过程中,既要设置"国家-官僚"间的行政监督,亦要建构"官僚-民众"间的政治参与模式。The mobilization in grassroots governance,continuously strengthen on the political technology,but exist insufficiency on the political principle.The external form is sufficient bureaucratic mobilization and lack of social mobilization.The mobilization and bureaucracy in government are both opposite and complementary.The local government hope that through the two mechanisms will alternatively resolve the problem of the lack of social mobilization.As a result,the communication and consultation between the government and the mass didn't get substantial improvement,the pressure"outside-in"and"top-down"transferred to the staff at the grass-roots level,the staff at the grass-roots level through the bureaucratic mechanism sought self-preservation.The challenge of the lack of political principle transferred to the"technology game"between higher and lower officials in the bureaucratic system.
