我国体育社会组织培育路径研究——基于社会治理的视角

摘　　要：采用文献资料等方法,对我国体育社会组织的现状及形态进行分析,认为内生性体育社会组织、自发性体育社会组织和共生性体育社会组织是当前存在的3种组织形态,指出政府职能转变慢、组织合法性不足、自组织能力弱化和监管机制不完善是其发展困境根源所在。基于上述分析,提出了政府应从行政管控到多元治理、组织应从被迫组织到自我组织、地位应从流浪身份到合法席位、监管应从双重监管到合规监管的体育社会组织培育路径。Using reference method, surveying on the scene method and other methods, this paper focused on the study of the current status and form of Chinese sports social organizations and concludes： Endogeneity Sports Social Organization, Sponta- neous Sports Social Organization and Commensalism Sports Social Organization are the three current organization forms. This paper also concludes that the government＇s slow movement of function transformation, lacking of organizational legitimacy, weak self- organizing capacity,inadequate regulatory mechanisms are the root of current Chinese sports social organizations＇ trap. Based on the analysis, the paper comes up with the sports social organizations cultivating course： the government trans- form form the administrative control to pluralistic governance, the organization is changed from forced organized to self - or- ganized, the status is changed from no identity to legitimate identity, the supervision is changed from dual supervision to regu- latory compliance.
