摘　　要：留学生教育是高等教育的重要组成部分,世界各高等教育强国根据不同理念形成了特点鲜明的留学生教育事业发展管理模式。世界留学生教育发展变化的历史经验表明,主要存在以美国为代表的"保守型"留学生教育发展管理模式和以澳大利亚为代表的"扩张型"发展管理模式。对不同留学生教育发展管理模式的发展思路、政策导向及主要管理方式的梳理,是学习和借鉴欧美国家留学生教育事业发展经验的前提。International students＇ education is an important component of higher education in the world According to their own development concept, the developed countries formed different modes of international education. This paper summarizes the current situation and the pattern of international education. Through the development experience of international education in developed countries in Europe and America, this paper sums up the development model of ＂conservative＂ foreign students education represented by the United States and the ＂expansion＂ development model represented by Australia. According to the different modes of international education, policy guidance and management mode, the paper summarizes the development experience of Europe and the United States international education, so as to provide a reference and enlightenment for the development of foreign student education in china.
