摘 要:制度绩效即社会制度的实施效果。本文使用2006~2015年29省的面板数据,测度基本公共服务均等化制度绩效,实证分析结果表明:我国城乡基本公共服务均等化水平得到显著提升,其中城乡基本社会保障均等化制度绩效最好,城乡基本公共教育和基本医疗卫生均等化制度绩效缓慢上升,而城乡基本公共设施均等化制度绩效却逐年下滑。要提升城乡基本公共服务均等化制度绩效,必须在国家治理体系和治理能力现代化背景下,对城乡基本公共服务均等化的发展理念、制度体系、推进机制与支撑保障进行"系统性、整体性、协同性"的改革。Institutional performance is the effect of social institutions on their people. This research utilizes the panel data from 29 provinces between 2006 and 2015 to measure the performance in equal access to basic public services both in rural and urban areas in China. We have the following findings: a marked improvement is seen in equal access to basic public services, both in rural and urban ar- eas; the best performance is witnessed in equal access to basic social security system; a slow progress rests on the performance in equal ac- cess to basic education, basic medical services and basic public health; and yet a year-to-year progressive deterioration lies in the perfor- mance in equal access to basic public facilities. To promote the overall performance, we must stand in the context of national governance system and capability to implement systematic, integrated and coordinated reforms in development concepts, institutions and system, and mechanisms to enhance, support and ensure the equal access to basic public services.
