近三十年政治问责研究的新进展——基于国外文献的分析

摘　　要：责任政治是民主政治的核心范畴,问责对实现责任政治至关重要。政治问责作为问责体系的重要组成部分,集中体现了民主政治的本质属性。二十世纪八十年代以来,国外的政治问责研究不断深入,取得了丰硕的成果,与之相比,国内的相关研究则较为薄弱。系统梳理、归纳与评述近三十年国外政治问责研究的新进展,对推动中国政治问责的理论研究与实践探索尤为重要。总体来看,国外政治问责研究较为全面与深入,对政治问责的概念、理论基础、作用与影响因素等方面进行了详细探讨,研究内容日益精细化,研究视角逐渐多元化,研究方法趋于科学化。中国的政治问责研究需要立足中国实际,同时吸收借鉴国外相关研究的积极成果,不断推动政治问责研究本土化。Accountable politics is the core of democratic politics, accountability is crucial to achieving accountable politics. As a significant part of accountability system, political accountability reflected the nature of democratic politics completely. Science the 1980s, studies on political accountability have advanced and achieved fruitful results. Compared with it, domestic related research is relatively weak. Teasing out and reviewing the new progresses in the foreign study on political accountability systematically is very important for promoting china＇s theoretical study and practical research on political accountability. In general, the foreign study is more comprehensive and in-depth, including the concept, the theory basis, the function, the influencing factor and so on. What is more, the study content is increasingly refined and the perspectives are increasingly diverse. More and more scholars began to employ scientific methods to study political accountability. China＇s study on political accountability needs to be based on China＇s reality and absorb the positive results from foreign research, then promoting the China＇s study on political accountability localization.
