省级政府基本医疗卫生服务质量评价体系研究

摘　　要：基本医疗卫生服务质量是综合衡量特定时间、特定区域基本医疗卫生服务水平的指标。通过德尔菲法和层次分析法,构建省级政府基本医疗卫生服务质量评价体系。运用该评价体系,对我国内地31个省、市、自治区的基本医疗卫生服务质量进行测量和排名。研究显示,省级政府基本医疗卫生服务质量并不与当地经济水平成必然正相关。在子排名中,"政府投入"和"医疗服务效果"呈现与经济发展水平的负相关性;"公共卫生效果"与经济发展水平呈正相关性。研究发现经济发达省份的政府在基本医疗卫生服务方面的职能发挥并不充分,应进一步强化政府责任,建立更加标准化、均等化的基本医疗卫生服务体系。The quality of basic medical and health services is a comprehensive measure of the specific time, specific area of basic medical and health services. Based on the Delphy Fa and analytic hierarchy process, the evaluation system of the basic medical and health service quality of the provincial government was set up. Using this evaluation system, the quality of basic medical and health services in 31 provinces, municipalities and autonomous regions of China were measured and ranked. The research shows that the quality of basic medical and health service of provincial government is not necessarily positive correlation with the local economic level. In the sub ranking, the ＂government investment＂ and ＂medical services＂ show a negative correlation with the level of economic development. ＂The effect of public health＂ and the level of economic development are positively correlated. Study found that the economically developed provinces of the government functions in basic medical and health services is not sufficient, should further strengthen the governmenVs responsibility, the establishment of more standardized, the equalization of basic medical and health service system.
