国际恐怖分子招募路径及对策研究

摘　　要：近年来,恐怖主义犯罪在国际范围内大有人员剧增化、行为嚣张化趋势。在全球范围内有效阻断恐怖主义分子组织扩张链条、摧毁其招募宣传网络,是防控恐怖主义犯罪的首选之举。文章从国际恐怖组织招募对象的身份分析入手,系统剖析了国际恐怖组织从情感、宗教、文化等诸多方面实施的招募策略;重点分析了恐怖分子招募策略的作用机理,并针对性地提出了以下对策:一方面,通过营造政府主导、全社会参与共建的反恐文化氛围,开发"替代性""反叙事"产品,削弱恐怖主义极端思想的可信度,铲除恐怖主义的宣传招募土壤;另一方面,借助现代科技手段阻断恐怖主义传播路径,从而实现对国际恐怖主义组织急剧扩张态势的合围战略。In recent years, the number of terrorists is growing fast and their behaviors tend to be increasingly egregious. Blocking the expansion of terrorist organizations and destroying their recruiting propaganda networks will be the first choice for preventing terrorist crimes. This paper analyzes their recruiting strategies in the aspects of emotion, religion and culture. Focusing on the recruiting mechanism, it puts forward the following countermeasures： on one hand, a government-led, anti-terrorism culture of the whole society should be created to damage the credibility of terrorism ; on the other hand, the propagation path should be blocked by modern science and technology to slow down the drastic expansion of international terrorist organizations.
