摘　　要：回顾了鼓浪屿将核心价值确定为国际社区的发展过程，指出世界文化遗产核心价值的提炼所应遵循的基本原则。社区文化遗产在本质上属于易损的历史文化价值公共区域，作为对历史文化土地市场失灵的一种矫正，有关保护活动必须把建立适宜的保护商业模式放在核心位置。保护商业模式的滞后是制约我国社区遗产保护发展的最大瓶颈，为摆脱困境鼓浪屿宜尽早建立船票一门票商业模式。The author reviewed the development of the OUV （outstanding universal value） of Kulangsu as a international community and pointed out the principle in the definition of OUV of world heritage. From the perspective of historic value as a whole, a historic district is a piece of vulnerable public domain. In order to correct the land market failure of historic district, the establishment of business mode should be put at the center of conservation. The lag of conservation business mode has been the biggest bottleneck restricting the development of conservation in China, and Kulangsu should adopt the entrance boat ticket business mode to achieve upgrading.
