摘　　要：本文是世界经济论坛2017年发布的《包容性增长和发展报告(2017)》的第一部分。过去几年来,对于包容性增长和发展模式的必要性,已经形成世界性的共识。但是,这种共识主要是方向性的。包容性增长更多的仍是一个讨论主题,而不是行动日程。为此,世界经济论坛的这份报告试图提供一个新的政策框架和相应的一套政策和绩效指标,帮助各国和国际社会实践包容性增长和发展。这个框架包含7个主要领域和15个分领域,描述了对经济增长过程和收益的社会参与广度有着特殊影响的不同结构性因素。报告认为,曾在培育强大中产阶层、减贫和减少社会边缘化方面取得成功的社会,通常在多个领域建立了有效的经济机构和政策激励机制,同时又随着时间的推移实行健康的宏观经济政策和提升效率的改革。This is the first part of the Inclusive and Development Report(2017)launched by the World Economic Forum(WEF).Over the past several years,a worldwide consensus has emerged on the need for a more inclusive growth and development model;however,this consensus is mainly directional.It remains more a discussion topic than an action agenda.The WEF’s report seeks to help countries and the wider international community practice inclusive growth and development by offering a new policy framework and corresponding set of policy and performance indicators for this purpose.The framework encompasses seven principal domains and 15 sub-domains which describe the spectrum of structural factors that particularly influence the breadth of social participation in the process and benefits of economic growth.It is argued that the societies that have had success in building a robust middle class and reducing poverty and social marginalization have tended to create effective economic institutions and policy incentives in many of these areas,while also pursuing sound macroeconomicpolicies andefficiencyenhancing reforms over time.
