摘　　要：为了进一步阐述环境影响评价中公众参与对规划和建设项目顺利实施中的重要作用,文章在系统回顾我国环评制度发展历程的基础上,以厦门PX项目和四川什邡事件作为研究案例,分析了目前我国环境影响评价中的公众参与存在的诸多问题,并提出改善建议及对策。In this paper,with the aim at illustrating the important role of public participation in environmental impact assessment（EIA） for smooth implementation of planning or construction projects,on the basis of the review of EIA＇s development process in China,with the PX project in Xiamen and Shifang incident in Sichuan Province as the study cases,some existing problems were analyzed and suggestions and countermeasures were put forward accordingly.
