摘　　要：笔迹鉴定实践、笔迹鉴定行业发展与笔迹鉴定质量监控三者应当获得有机、辩证的统一。确立笔迹鉴定质量监控实践的指导思想,有利于统合笔迹鉴定实践和笔迹鉴定人的全面发展,并将笔迹鉴定行业发展与国家战略推进相统一。笔迹鉴定质量监控实践所遵从的基本原则是实事求是,具体的贯彻途径包括遵从笔迹鉴定质量监控实践的"两结合"思路、以"人"的问题为中心以及注重对规律性问题的把握等方面。The practice of forensic handwriting identification and its profession development should be combined with the scope of work of quality monitoring and controlling so as to achieve the goal of dialectical unity. By establishing the guiding ideas of forensic handwriting identification,the practical aspect and the subject can be incorporated and the profession development and national strategy will also be unified. The basic principle of forensic handwriting identification quality monitoring and controlling was defined as be practical and realistic, and the detailed approaches can be identified as following the way of＂combination of two aspects＂,concentration on the problems of the forensic handwriting examiners and focus on the regularity problems.
