摘　　要：近年来,随着社会安全形势,以及国际环境的不断发展变化,警察执法权益受到严峻挑战,公安执法规范化建设中如何有效保障公安民警执法权益、以及如何通过提高公安机关警务实战能力,保障中国公民海外权益免受侵害已经成为"一带一路"战略实施中的警务改革与发展的重要问题,因此只有统筹兼顾国内国际两个大局,并通过健全完善相关法律法规、设置执法专门机构、建立执法创新机制以及构建和谐警民关系,才能在支持和配合国家战略实施中,彰显公安机关和人民警察的重要作用。In recent years, along with the social security situation, the law enforcement rights of police have been meeting severe challenges, as well as the continuous development of international environment. In the process of the standardization construction of the law enforcement rights of police, how to effectively safeguard the rights and interests of policeman ＂and guarantee Chinese citizens abroad from the infringement by improving actual combat ability of the policemen has been an important problem of the reform and development of police in the implementation of One Belt And Road Strategy.＇ Therefore, only by making overall plans and taking domestic and international factors into consideration, perfecting related laws, setting up specialized agencies and innovation mechanism of enforcement rights of police, and building a harmonious relationship between the people and police, the important role of the public security organs and the people＇ s police will be revealed in the process of supporting and cooperating with the national strategy.
