摘　　要：为促进研究及产业发展,北京出入境检验检疫局积极探索和推进"中关村模式"改革,通过"一减、二免、三放、四助"措施,取得了良好的效果,并推广到整个京津冀地区。生物材料新品种层出不穷,国际交流形式多样,也为检验检疫监管工作提出了更高的要求。本文通过国外政策参考,进口问题调研分析,结合监管现状,提出了风险管理的几项建议。For the promotion of research and industry,Beijing Entry-exit Inspection and Quarantine Bureau has been actively exploring and promoting the ＂Zhongguancun mode＂,through ＂one,two,three,four＂ measures,good results have been achieved,and extended to the Beijing-Tianjin-Hebei region. Because of new varieties of biological material style and international exchanges in various forms,the regulatory work of inspection and quarantine is put forward higher requirements. Through analysis of foreign policies and questions in bio-materials entry,combined with regulatory status,this article made several recommendations to improve risk management.
