摘　　要：目的:分析山东省卫生领域的信访状况,并探讨和总结卫生信访工作特征及原因,为构建和谐卫生信访环境,深入推进信访工作制度改革和发展提供参考依据。方法:收集整理2015年山东省卫生计生委受理的卫生信访信件及来访群众登记材料的统计数据,采用Excel等软件进行数据录入和统计分析。结果:2015年山东省卫生信访问题总体呈上升趋势;在信访途径和信访问题类别方面,城乡居民之间存在差异;医疗质量、疾病控制、医疗鉴定、农村卫生管理等是卫生信访反映的重点问题;计生政策咨询、行政侵权、计生优抚待遇、独生子女一次性补助等是计生信访反映的主要问题。结论:山东省卫生系统信访总量持续上升。卫生行政部门应加强体制机制建设,构建畅通的信访渠道,切实解决群众反映的卫生计生问题。Objective： The study aims to analyze the health letters and visits status of Shandong Province, explore and sum- marize the characteristics and reasons of health petition work. The purpose is to provide some references of building a harmonious health petition environment and further promoting the health petition work system reform and development. Methods： Collecting and sorting out the statistics data of health petition letters and registration information of Health and Family Planning Commission of Shandong Province in 2015. Using Excel and other softwares to input and analyze the data. Results： The health petition problems of Shandong Province showed an overall rising trend in 2015. There were differences between urban and rural residents in the ways and categories of letters and visits. The main problems of health petition were medical quality, disease control, medical identification, rural health management and so on. The main problems of family planning petition were family planning policy consultation, admin- istrative infringement, special treatment of family planning, single child subsidy and so on. Conclusion： The total number of letters and visits in health care system continued to rise. Health administration department should strengthen the construction of the system and mechanism, build a clear channel for letters and visits, and effectively solve the petition problems for health and family planning.
