摘　　要：老龄化背景下医养结合养老服务发展现状及策略选择日益受到关注。笔者对乌鲁木齐市医养结合养老服务采用SWOT模型分析其发展存在的优势、劣势、机遇及挑战。该市医养结合模式仍处在起步探索时期,已出台一系列政策整合各项资源以促进医养结合发展,但是还存在全市每千名老人机构养老服务床位未达国家标准、配套资金以及医护专业人才缺乏等问题。建议医养结合养老服务推进融合式医养结合政策创制、因地制宜促进医养结合各项政策完善落实、加大老年护理医护人员培养力度等。Under the background of aging, the current situation and strategic choice of combination of pension and health care service for the elderly are becoming more and more concerned. In this paper, SWOT model is used to analyze the advantages, dis- advantages, opportunities and challenges of the developmem of combination of pension and health care service in Urumqi City. The mode of combination of pension and health care service in this city is still in its initial exploration period. A series of policies have been introduced to integrate resources to promote the development of combination of pension and health care service. However, there are still problems such as the pension service beds for every thousand old people in the city not up to the national standard, and the lack of matching funds and medical professional. It is suggested that the combination of medical care and pension services should be carried out to promote the policy construction, the policy implementation according to conditions, and to strengthen the training of medical and nursing personnel.
