摘　　要：对标国际开放度最高标准,能反映上海自贸试验区实践与国际前沿的差距。在贸易便利化层面,透明度和程序公正问题应得到更多的重视;负面清单的形式、内容和落实,可按照国际最高标准改进;负面清单以外的核准程序,则要加以约束、简便和提高透明度;服务业开放需要及时评价落实情况;资本项目开放要在业务创新、监管和标准一致化方面加强推进。The benchmarking with the highest international standards of openness can reflect the gap between the practice of the FTZ and the international frontier. At the level of trade facilitation,transparency and procedural fairness deserve more attention; the form and content of the negative list can be improved in accordance with the highest international standards; the approval process beyond the negative list should be restrained,simplified and enhanced transparency; the opening up of the service industry needs to evaluate the implementation in time; the opening of capital projects should be strengthened in the aspects of business innovation,supervision and standardization.
