摘　　要：采用专家调查法和总分比重法,同时参考国际组织开放政府数据评价指标,构建了由4个一级指标、20个二级指标、53个二级指标组成的政府数据开放指标评价体系,为我国政府数据开放政策制定和评价行为的实施提供参考和借鉴。This paper adopts expert investigation method, the score proportion method, and reference open government data evaluation index of the international organization, constructs the open government data evaluation index system composed of 4 first level indicators, 20 level two indexes and 53 level two indexes, which can provide reference for the formulation and implementation of evaluation behavior for China＇s open government data policy.
