摘　　要：《取水许可和水资源费征收管理条例》《取水许可管理办法》实施以来,对规范取用水资源的单位和个人的取用水行为发挥了重要作用。但按照《国务院关于取消一批行政许可事项的决定》的要求,建设项目水资源论证报告书审批作为行政许可被取消,将有关技术要求纳入"取水许可"管理。结合新形势要求,回顾总结取水许可制度实施中存在的主要问题,为完善取水许可制度设计、规范取水许可管理提出了思路和建议。Since the implementation of Regulations on Water-drawing Licenses and Management of Water Resources Fee Levy System as well as Measures for Administration of Water Abstraction Licensing, the water withdrawal of organizations and individuals has been regulated. Based on the requirements of new circumstances, the main problems during the implementation of water permit system are reviewed, and suggestions are proposed for consummating water permit system as well as standardizing water permit management.
