摘　　要：机制是制度化的方法。水质保护机制的科学性与有效性直接关系到水质保护效果，是事关南水北调中线工程永续利用并发挥其效益的重要因素之一。文章基于南水北调中线水源地3省8市（区）的实地调研发现：中线水源地水质保护虽建立了相应的机制，但水质保护协调机制临时，多主体水污染防治机制滞后，河湖健康保障机制、生态补偿机制、产业绿色转型发展机制和水资源价格机制等不健全，导致水质保护措施难以落实、水安全难以保证。为此，文章建议采取多种措施积极推进水质保护机制改革与创新，以确保中线工程运行安全高效、水质稳定达标。Mechanism is an institutionalized approach. The scientific and effective water quality protection mechanism is directly related to the effect of water quality protection, and it＇s one of the important factors to ensure the sustainable utilization and benefits of the Middle Route of South-to-North Water Transfer Project （SNWTP）. Based on the survey of water source region of the Middle Route of SNWTP, this paper finds that： the water quality protection mechanism has been established in there, but the coordination mechanism for water quality protection is temporary, the multi-agent prevention and control mechanism of water pollution lags behind, and the other mechanisms （such as health guarantee mechanism of rivers and lakes, ecological compensation mechanism, industrial green transformation development mechanism and water price mechanism） aren＇t perfect. All these have made it difficult to implement water quality protection measures and to guarantee water security. Therefore, in order to ensure the Middle Route of SNWTP runs safely and efficiently, the water quality can steadily fulfill the standard, this paper suggests adopting a variety of measures to actively promote the reformation and innovation of water quality protection mechanism.
