新西兰高等教育未来发展走向及战略重点——基于新西兰《高等教育战略2014—2019》的分析

摘　　要：为推动高等教育更好地服务国家经济发展需求,新西兰教育部与新西兰商业创新就业部于2014年3月共同发布了指向未来的新版《高等教育战略2014—2019》。新的战略为今后五年新西兰高等教育的改革与发展指明了方向并列出了重点,这包括:为行业企业发展提供所需技能;使处于风险中的年轻人能够就业;提高毛利人、太平洋岛民等少数族群学习者的学业成就;提高成年人的读写和计算能力;加强研究型高等教育机构的建设;发展国际教育,加强与境外机构的交流与合作等。深入分析新西兰高等教育战略是把握和了解新西兰高等教育发展现状、走向及政策变化的重要切入点和立足点。In order to promote tertiary education serving the national economic development needs better,a new version of " Tertiary Education Strategy 2014—2019" in March 2014,the new edition was published and pointed to the future in New Zealand by the Ministry of Education and Ministry of Business,Innovation and Employment. The new strategy pointed out the direction of the tertiary education reform and development and listed the key for the next five years in New Zealand. The strategy identifies six priorities: delivering skills for industry,getting at-risk young people into a career,boosting the studying achievements of Maori and Pasifika and other minority learners,improving adult ability of literacy and numeracy,strengthening the construction of research-based institutions and developing international education and enhancing exchanges and cooperation with overseas institutions. In-depth analysis of New Zealand's higher education strategy is an important entry point and foothold for grasping and understanding the development status,trend and policy change of New Zealand's higher education.
