摘　　要：开展区域用水总量控制管理评价可为全国实施的用水总量控制管理提供科学依据和技术参考。在分析区域用水总量控制内涵的基础上,从水资源、社会经济、生态环境、制度建设和措施落实5个方面建立评价指标体系,划分了各指标的考核标准,采用熵权法和灰色关联法开展区域用水总量控制管理综合评价。以焦作市为例,对2015年的用水总量控制管理水平进行评价,结果为"优秀"等级,评价结果符合客观实际。The evaluation of regional total water consumption control can provide a scientific basis and technical reference for the implementation of national total water consumption control management. On the basis of analyzing the connotation of regional total water consumption control, the evaluation index system was developed from water resources, socio-economic, eco-environment, system construction and implementation measure. Meanwhile, it conducted the evaluation criteria of each index and developed comprehensive evaluation model based on entropy weight method and grey correlation method. Taking Jiaozuo city as an example, this paper had evaluated its total water consumption control in 2015. The result was "excellent" and had a good accordance with the reality.
