摘　　要：当前,我国城市普遍需要开展新一轮总体规划的编制,面向2050,面对城市转型发展和未来发展的不确定性,每个城市都需要合理确定城市发展战略并用以指导城市总体规划的编制。该文着眼温州,在对大瓯江口地区城市化发展分析的基础上,提出"海上温州"城市空间总体框架和布局,进而探讨"弹性空间,有机生长"的空间发展战略,也是对城市总体规划编制方法的适应性探索,具有普遍性和现实意义。Nowadays, it needs the next round of general planning widely for the cities in our country, towards year 2050, facing the city＇s transition development and the uncertainty of future development, to guide general city planning, every city all needs to identify its development strategy. Focusing on Wenzhou, based on the analysis of urbanization development in Oujiang Estuary Area, we put forward the general frame and layout of urban spatial, and then discuss the spatial development strategy ＂organically grow in flexible space＂, which is an exploration for the adaptability of the method of urban master planning, it has universal and practical significance.
