摘　　要：从阐释慈善信托监管的含义、内容及其必要性入手,提出慈善信托监管的原则,认为应积极启动外部监督和内部自律双重机制,运用"多元共治"模式加强慈善信托监管,实行信托备案登记制度,加强信托资金预算管理,建立信托资金存托管制,引入行业社会监督机制,强化信托职业管理理念,在尽可能广的范围内实现最大的慈善公益目的。Starting from the interpretation of the meaning,content and the necessity of charitable trust regulation,proposing charitable trust regulation principles,the paper believes that it＇s necessary to actively initiate the external regulation and internal self-discipline double mechanism,adopt ＂plural governance＂model and strengthen the regulation of charitable trust,implement the trust registration system,strengthen the trust fund budget management with the establishment of a trust fund depositary regulation,introduce industrial and social regulation mechanism,so as to enhance the trust professional management concepts and realize the largest charitable purpose in the range as wide as possible.
