摘　　要：十八大以来,宁夏持续推进中小微企业和农村信用体系建设。五年来,在信用体系建设方面,宁夏建立了电子化信息征集系统、统一的信用评价机制、较为完善的制度保障体系、有效的风险分担与补偿机制、分类释放的信用修复重建机制以及长效化的金融知识宣传机制。信用体系建设在金融精准扶贫、中小微企业创新创业、金融产品创新等方面发挥了基础性作用,探索形成了可复制可推广的"农村党员+征信+信贷+产业"农村产业发展宁夏模式。今后,宁夏还将进一步完善信息征集系统功能、扩大应用范围、强化金融知识宣传,真正发挥中小微企业和农村信用体系建设助力中小微企业融资、"三农"发展的作用。Since the Eighteenth CPC National Congress, medium-sized micro enterprises and rural credit system. In Ningxia has been promoting the construction of small and the recent five years, as for the construction of credit system, Ningxia has established electronic information collection system, unified credit evaluation mechanism, better institutional guarantee system and effective risk sharing and compensation mechanism, classification-based releasing mechanism for credit repair and reconstruction, and long-term financial knowledge popularization mechanism. The construction of credit system has played a fundamental role in the targeted-poverty alleviation, small and micro enterprises innovation and startup and financial product innovation, and has explored to set up a replicable ＂rural CPC member plus credit reference plus credit loan plus industry＂ Ningxia model. In future, Ningxia will further improve the function of information collection system, expand the scope of application, and strengthen financial knowledge popularization, so as to really exert the role of the construction of micro small and medium-sized enterprises and rural credit system in promoting small and micro enterprises financing and the development of ＂agriculture, countryside and farmers＂.
