法国“无民族”公共政策与社会现实矛盾的反思

摘　　要：法国把民族政策分散于移民、社会福利等公共政策中,使得法国这个多民族国家特征在公共政策上并没有得到真实体现,无论政策初衷如何,公共政策的"无民族性"都是不争的事实,这也是公共政策与社会现实形成矛盾冲突的重要原因。法中两国同为多民族国家,法国民族政策带来的各种问题及相关处理举措对中国民族治理有镜鉴意义,鉴于法国"无民族"公共政策形成的各种民族争议,国内民族治理需要继续尊重民族差异,加强民族文化保护,在此基础上还需要灵活民族治理思想、创新民族治理制度。French ethnic policy is dispersed in immigration, social welfare and other public policy, making the multi-ethnic feature of France no where to be seen in the public policy. Despite the original intent, ＂non-ethnic＂ public policy is an indisputable fact, which is also an important reason for the contradictions between public policy and social reality. France and China are both multi-ethnic countrles.？The problems caused by French ethnic policy and their solutions have referential significance for China. In view of the ethnic disputes caused by ＂non-ethnic ＂ public policy, ethnic governance requires respect of ethnic differences, protection of ethnical culture. Moreover, flexible thoughts of ethnic governance and ethnic governance system innovation are also necessary.
