摘  要:为有效防止海洋钻井平台溢油事故发生对平台及海洋环境等造成的危害,对埕岛油田进行应急管理能力评估分析具有重要意义。论文从风险识别与控制能力、应急资源保障能力、应急处置能力、应急预案准备能力以及应急恢复能力五个方面构建了埕岛油田应急管理能力的评价指标体系,并引入AHP-模糊综合评判法对该指标体系进行评估分析,发现埕岛油田应急管理的优势及不足,提出加大技术投入、完善预测系统与通信网络、开展相关人员的应急协调水平培训、构建具有理想规模和质量的事后处置链等应急措施。It is of great signifcance to evaluate and analyze the emergency management capability of Chengdao oilfeld to effectively prevent the damage caused by oil spill accidents on the offshore drilling platform and the marine environment. The paper built the evaluation index system of emergency management ability of Chengdao Oilfield from five aspects of risk identification and control ability, emergency resource support ability, emergency handling ability, contingency plan preparation ability and emergency recovery capability, and introduced AHP-fuzzy comprehensive evaluation method to analysis the index system. Then, the paper found the advantages and disadvantages of emergency management of Chengdao oilfeld, put forward to some emergency measures such as increasing technical input, perfecting the prediction system and communication network, carrying out emergency coordination training of relevant personnel, establishing an ideal scale and quality of the after-treatment chain and so on.
