摘 要:应用型地方高校通过学校分权和教学管理重心下移,形成校、院两个教学管理层级,强化二级学院在教学管理中的中心地位,明确责权利,充分发挥各自职能,提高教学管理效率,实现提升人才培养质量的目标。应用型地方高校实施二级教学管理体制,有利于学校合理调整管理幅度,减少管理层次,完善本科教学管理体制;有利于充分调动二级学院教学管理的主动性、创造性,提高教学管理的效能。The teaching administration in local universities divides their supervising functions to establishatwo-level supervising structure. The supervising role of secondary schools is enhanced to improve their teachingquality,which will surely promote the talents quality they are cultivating. The two-level supervising structure inlocal universities is good for adjusting administration functions and reducing administration interference in teachingpractice. Meanwhile, the structure will encourage the initiative and creativity of teaching supervision departments insecondary schools. However,in the real practice,the structure shows some weak points such as: incompletesupervision departments,broken quality inspecting system,unclear supervising power and responsibilities anddisqualified supervision staff etc. A clear-positioned ?two-level teaching supervising system is stronglyrecommended. The academic organizations in secondary schools should play proper roles in the two-levelsupervising structure. The teaching quality supervising system should be goal-oriented to advance the constructionof the inspecting team, better teaching administration system and improve the efficiency of teaching administration.
