专业社工机构为何反而不专业——“虐童事件”发生的制度逻辑

摘　　要：近来,虐童事件频频曝光于非营利的幼儿机构中。现实生活中,类似挂着专业旗号的社工服务机构常常反而阻滞了专业性运用。借助多重制度逻辑的分析框架,结合广州家庭综合服务体系的经验材料,针对这一悖论现象深入研究可以发现:社工服务机构在组织治理逻辑中形成了"发起人独大"格局,导致专业社工的从属性地位;政府权力逻辑的扩张,使机构受到过度监控,窄化了专业发挥的空间;市场竞争逻辑的错配,放大了机构的劣势,造成专业权威难以树立。尤其是此三重逻辑互嵌,让"项目制"盛行于社会工作领域,使得专业性阻滞局面更为难解。为此,政府必须在政策引导和制度规制等方面作出更多的努力。The incidents of child abuse have recently been exposed to non-profit child-care institutions. Similar to its logic, organizations of social work with professional banners often block professional applications. Using analytical framework of multiple institutional logics, and combined with the experience of Guangzhou family integrated service system, this article studies the paradox phenomenon: the organizations of social work formed a pattern of "sponsor dominance" in the logic of organizational governance, which led to the subordinate position of social workers; the expansion of logic of government power causing the organizations to be overstretched,reduced the space for professional development; the wrong configuration of market competition logic enlarging the disadvantage of the organizations, made it difficult to establish the professional authority. Three logics also form a "collusion", which are making the project system prevalent in the fields of social work and making professional block more difficult. Therefore, the government should make more policies and regulations to guide and discipline.
