关于科学文化建设相关问题的思考

摘　　要：本文从五个方面思考科学文化建设的相关问题。本文认为,作为相对独立文化形态的科学文化和科学的建制化过程密切关联,科学建制是相对独立的科学文化得以形成的重要载体。科学文化从观念形态走向行为规范和制度范式,往往需要通过成功推进科学进步的新组织、新制度得以展现,并因此形成重要的示范效应。科学文化是人类现代精神的重要方面,推进科学文化、政治文化和经济文化的协同进化,是科学文化建设的内在要求。不同的科学建制化路径对科学文化建设有不同的影响。思想家的思想引导和价值塑造,科学家推进知识进步的集体实践,政治家的制度设计与利用政治力量对合理制度的强力推动,对科学文化建设都具有重要作用。对科学后发国家而言,政治家和管理者对科学的态度和认知,往往对科学文化建设产生非常重要的影响。This paper considers related issues about the construction of science culture from five aspects.Science culture,as a comparatively independent cultural form,is closely related to the institutional process of science.The institution of science serves as an important carrier to shape a relatively independent science culture.From ideology to behavioral norms and institutional paradigm,the cultivation of science culture usually reflects in the appearance of new organizations and institutions which successfully advance the scientific progress.And as a result,a strong demonstration effect is generated.Science culture is an important part of modern human spirit.The inherent demand of the construction of science culture is to propel the coevolution of science,political and economic cultures.Different approaches of science institutionalization lead to different results.The thinker＇s ideological guidance and value shaping,the scientist＇s collective practice to advance knowledge,and the politician＇s institutional design and the effective promotion of rational systems using political forces,play a significant role in the construction of science culture.As for late-developing countries in science,politicians＇ and administrators＇ attitudes and perceptions of science exert an important influence on the science culture construction.
