后WTO时代国际金融服务的新规则及中国的应对策略

摘　　要：以TPP、TISA为代表的新一轮"高标准"国际贸易规则正在试图逐步取代WTO建立起的全球贸易体系,尤其是在金融服务贸易领域。金融服务固有的高风险性使得各国在进行贸易规则谈判时均采取相对谨慎的态度,新的金融服务贸易规则在GATS构建的金融服务规则体系下有所突破,如在市场准入方面,发达国家要求发展中国家扩大金融市场的准入程度,而国民待遇方面,负面清单的准入规则进入人们的视线。因而,在新兴市场国家逐渐加入到国际金融规则重塑的谈判当中以及国际金融规则趋同化的背景之下,我国应当及时关注国际金融服务规则的变化,审时度势,在逐步开放金融服务市场的前提下,建立完善的金融监督体系。The new international trade rules of high standard, represented by TPP and TISA is trying to replace the old system instituted by WTO,especially in the area of financial service.The high risks inherent in financial services make countries adopt relative- ly cautious attitudes when negotiating trade rules.The new financial service rules make some breaks.For example,in aspect of market access,developed countries require developing countries to expand access to financial markets,and in aspect of national treatment,nega- tive list has been the core.Therefore,in the background of emerging market countries gradually joining negotiations on the reshaping of international financial rules and the convergence of international financial rules,our country should pay close attention to the changes of international financial service rules in time and assess the situation,and under the premise of opening up the fmancial service mar- ket step by step,a sound financial supervision system should be established.
