摘　　要：随着我国市场结构的调整,失业问题严峻,其中城市失业较为明显,对我国经济发展和社会稳定提出挑战。结合理论研究与现有政策进行城市失业人员的特征研究,以CGSS2015数据为基础,建立logistic二元回归模型,采用描述性统计的方法进一步探索城市失业的影响因素,基于发展型社会政策的研究视角,提出在我国现有的就业环境下,提高城市人员就业能力需要大力推进法治化建设、疏通政策作用渠道、构建具有地方特色的救助体系和加强专业技能培训等治理方向。With the deepening of market restructuring, the problem of unemployment（especially the unban unemployment） is becoming more and more serious in China, posing a great challenge for our economic development and social stability. In view of predecessors ＇ theoretical studies and the existing policies, this paper makes an analysis of the characteristics of the urban unemployed according to CGSS2015 statistics. It further discusses the influence factors of urban unemployment by using logistic bi-variate regression models and descriptive statistics. Then from the perspective of SPD（Social Policy for Development）, the author puts forward that in the employment environment, we should vigorously promote the building of legalization systems in China, unclog policy channels, build assistance systems with local characteristics and strengthen training of professional skills.
