摘  要:本文从6个方面详细分析探讨了地震重点监视防御区信息公开的必要性和意义,并以行业专项课题"地震重点监视防御区工作指南和发布方案"执行过程中专门设计的"重防区管理办法和工作指南调查问卷"为基础,针对被访者对重防区信息公开的态度、信息公开途径、发布形式、发布内容、防震减灾工作应当加强的环节以及采取的强化措施进行了系统调查。通过对数据进行分析研究得出以下结论和建议:地震重防区信息应当采取逐级公开、逐步公开的方式进行,建议由国务院颁布地震重点监视防御区管理办法和工作指南,同时以政府文件下发重防区县级行政单元名单,不加密级。本文最后提出了为减轻信息公开后引起的负面影响所应实行的一些配套措施。In this paper, we analyzed the necessity and significance of the information publication of the key area of earthquake monitoring and protectionwas in detail in six aspects, which is based on the results of the questionnaire survey "Management Measures and Work guidance for the Key Area of Earthquake Monitoring and Protection". Several problems were systematically investigated, such as attitude towards publication, publication channels, release form, publish contents, strengthen in earthquake disaster mitigation work and tough measures. From the analysis of survey data we concluded that the information of the Key Area of Earthquake Monitoring and Protection should be opened gradually and step by step. "Management Measures and Work guidance for the Key Area of Earthquake Monitoring and Protection" should be promulgated by the State Council, and county-level administrative unit list should be released in the form of government documents. Finally, some measures were put forward to reduce the negative impact of information publication.
