摘 要:随着国家住房保障制度的发展,共有产权住房政策已经成为当前各地区保障性住房领域新的政策取向。2017年9月北京正式印发《北京市共有产权住房管理暂行办法》,将原有的自住型商品房保障制度,调整优化为共有产权住房保障制度,本文就此《暂行办法》中涉及的共有产权住房发展模式的关键问题,例如产权分配、剩余产权获得方式、上市收益分配办法、土地出让方法等问题进行分析和探讨,为共有产权住房保障模式的发展和完善以及向全国推广建设经验提供对策参考。With the development of the national housing security system, the policy of common property right housing has become a new orientation in local housing security system of each regional area. In September 2017, Beijing formally issued the "Interim Measures for Management of Common Property Right Housing in Beijing", in which the original housing security system for owner occupied housing has been adjusted and optimized to common property right housing. This paper analyzes and discusses the key issues of the development mode of common property right housing in the "Interim Measures", such as property right distribution, acquisition of residual property right, distribution of public market proceeds, land leasing method,etc., so as to provide reference for the development and improvement of the security mode of common property right housing and construction experience promoted to the whole country.
