制度环境对外商直接投资质量的影响及区域差异

摘　　要：在对外开放和经济全球化双重驱动下,中国利用外资规模显著增加,但质量却停滞不前。制度环境的缺失和落后是限制外资质量提升的一大瓶颈。基于2001—2015年中国30个省份相关制度和FDI变量,对各省制度环境和FDI质量进行了定义和测量,实证研究了制度环境对全国及区域FDI质量的影响。结果表明,制度环境优化对FDI质量均产生正向影响,但影响的显著程度存在差异。全国层面,制度环境每优化1个单位,FDI质量提高0.297个单位;区域层面,影响程度从大到小依次为中部、西部、东部,制度环境每优化1个单位,FDI质量在中、西、东部分别提高0.162、0.109、0.026个单位。藉此,提出了优化制度环境,调整利用外资政策,注重质量观念,实施区域差异化引资战略的对策思路。Under the dual driving force of opening up to the outside world and economic globalization, the scale of China＇ s utilization of foreign capital has increased significantly while the quality is stagnant. Deficiency and backwardness of institutional environment has been a major bottleneck that limits the quality improvement of for- eign capital. Defining and measuring the relevant institutions and variables of foreign direct investment （FDI） in 30 provinces from 2001 to 2015, the paper empirically studies the impact of institutional environment on the na- tional and regional FDI quality. The result shows that the optimization of institutional environment has a positive influence on the FDI quality and the difference exists in the degrees of significance though. In the national level, the FDI quality will improve O. 297 units as the institutional environment is optimized one unit. In the regional level, the influential hierarchy declines successively from the central area to the west till the east. With the insti- tutional environment optimized one unit, FDI quality will improve 0. 162, 0. 109, 0. 026 units respectively. Thereby, the paper puts forward the countermeasures for optimizing institutional environment, adjusting the FDI policy, paying attention to the quality idea and implementing the investment-attracting strategy of regional differ- entiation.
