摘 要:通过分析排污许可制度改革关键点及对技术支撑的需求,系统提出了排污许可技术支撑体系设计的总体思路,在制度整合方面打通环评、许可、执法三大主要环节,形成统一的技术方法体系;在制度自身方面,明确管理程序、管理范围等,解决许可排放限值和环境管理要求等的技术方法;在监管执法方面,明确环境执法程序、方法、处理等要求,告知企业应遵守的环境守法责任和义务等。同时,详细介绍了2种管理规范性文件、8类技术规范性文件的技术要点。最后,从加快推动条例制定、推进基础数据调查、完善环境大数据系统、开展基于环境质量的排污许可技术支撑研究等方面提出了今后进一步优化完善技术支撑体系的建议。Based on the analysis of key points for the pollutant discharge permit system reform and its requirements for technical support, this paper presented the general design of technical support system. For the system integration, we must unify the EIA, permitting, and enforcement to form a unified system of technical methods; for the system itself, we need clear management procedures and the scope of management, technical methods for permitted discharge limits and environmental management requirements; for the supervision and enforcement of permits, we need clear procedures, methods and treatments to inform the environmental responsibility and obligation to the enterprises. At the same time, this paper introduced two kinds of administrative normative documents, and eight kinds of technical normative documents. Finally, this paper proposed suggestions to further optimize and improve the technical support system, such as accelerating the formulation of regulations, promoting the basic data survey, improving the environmental big data system, and carrying out the technical support research of pollutant discharge permit system based on environmental quality.
