摘　　要：排污许可制是依法规范企事业单位排污行为的基础性环境管理制度,国家排污许可管理信息平台的建设对于落实排污许可制,支撑环境保护行政主管部门对固定污染源进行现代化监管,强化企业守法和履行环境责任,提升社会公众监督水平具有重要作用。为落实《控制污染物排放许可制实施方案》的有关要求,提出国家排污许可管理信息平台的若干思考,包括平台定位与建设原则、建设目标与主要任务、平台总体架构设计,并阐述平台在标准规范、管理机制、软件系统、数据库、运维保障及技术支持等方面的建设路线,为今后开展相关工作提供参考与借鉴。Pollutant discharge permit system is a basic environmental management system for regulating the pollution discharge of enterprises and institutions according to the law. The national information platform for pollutant discharge license management plays an important role in implementing the pollutant discharge permit system, supporting the administrative department of environmental protection to supervise and manage stationary pollution sources, strengthening enterprises to abide by the law and fulfill environmental responsibilities, and improving the level of public supervision. To implement the requirements of Implementation Scheme for Controlling Pollutant Emission Permit System, this paper put forward some thoughts on the national information platform for pollutant discharge permit management, including platform positioning, construction principles, construction goals, main tasks, and the overall architecture design of the platform. In addition, it proposed the major construction route on the platform in terms of standard specification, management mechanism, software system, database, operation and maintenance and technical support, which provided the reference for related work of pollutant discharge permit management in the future.
